U.S. Forces officer became naked and urinated inside an internet cafe

A crew of the USS George Washington, Petty Officer 3rd Class Oscar Hayes Wiygul(23) on November 23rd was arrested for being naked and urinating inside a manga and internet cafe in Kanagawa-ku, Yokohama.
He was drunk when he came to the cafe with his colleague(21).
U.S. Forces Japan is prohibiting all the officers from going out between 11PM and 5AM.

Nuisance emailing is not prohibited in 33 prefectures

Recent report of Yomiuri newspaper exposed that nuisance emailing by stalkers is not prohibited by anti-nuisance ordinance in 33 of 47 prefectures in Japan including Tokyo and Kanagawa.
Most of these prefectures' anti-nuisance ordinance prohibit harassments only by telephone calling and faxing.
