Ministry of Health, Labour and Welfare

The Japanese Welfare Pension
Current Age: [Amount receive - Amount paid]yen

70: +30.9 million (+$393,136)
65: +17.7 million (+$224,613)
60: +7.5 million (+$95,175)
55: +1.7 million (+$21,573)
50: -3.4 million (-$43,146)
40: -12.2 million (-$154,818)
30: -18.9 million (-$239,841)
20: -22.8 million (-$289,332)

This calculation is based on the circumstances of the end of 2010, regarding Japanese male who pays the Welfare Pension for 40 years out of an annual income of 7.5 million yen($94,612) and lives till average life expectancy with his house wife.
The generations under the age of 55 would be paying more than the amount they receive.
People who was born after the April of 1961 start receiving the Welfare Pension at the age of 65, however the older people do at 60. Perhaps in future the new rule would further delay the receiving age to 68 and 70, decreasing the total amount received.
